I have fulfilled a life’s dream by making the New York Times without having to resort to crime! woo!

    OK, bigshot; now tell us HOW to reduce incompetence in the civil service?

    Step one: Allow managers to actually fire incompetent people.

    Step two: start reducing the massive beaurocracy by repealing much of the legislation which created it. There are only so many layers of redundancy necesarry in any system.

    step three: Eliminate automatic promotions and standard wages. Make pay and promotions incumbent on performance, not simply surviving.

    Step four: Make the job application process less cumbersome and more accessible to people outside the government. Right now the system rewards the overly beaurocratic people with too much time, and keeps incompetent people circulating through the government system. New blood is (obviously) needed.
